The case(s) are currently before the courts but recently a group of 'concerned individuals' had formed a group and was supporting people who had taken their children. Largely in the circumstances you described above. It seems with certain technologies, less likely to successfully occur for decades but I guess we'll see. Fleeing to another country w/o a relevant treaty is always an option for some.
