The book briefly mentioned an 'underground group' like that. I didn't realize there was a court case now. Technology probably makes it easier to connect to those kinds of people, but social media and whatnot probably provides a lot of clues, too.
Fleeing to a country without a treaty is one option, but even countries with them sometimes refuse to return children, even when they acknowledge that the child was illegally kidnapped and illegally entered the country (this happened to one dad in the book).
